Prevailance is seeking a senior-level Principal Analyst to provide
readiness requirements and budgetary analysis in support of CNAP
N8C . This role focuses on Flying Hour Program execution, readiness
account analysis, PPBE support, and enterprise-level budget
planning across squadrons, air wings, and aircraft carriers. The
ideal candidate brings deep Navy aviation readiness experience,
fluency in PPBE processes and models, and the ability to brief and
advise senior and flag-level leadership. Travel may be required.
Responsibilities include, but not limited to: Analyze aviation
readiness requirements in support of CNAP N8C priorities Provide
detailed budgetary analysis for the CNAF Flying Hour Program and
associated readiness accounts, including flying hours, TAD funding,
Projected Related Engineering (PRE), Projected Related Logistics
(PRL), and depot-level maintenance Support readiness planning for
squadrons, air wings, and aircraft carriers aligned to the
Optimized Fleet Readiness Training Plan (OFRTP) across the Future
Years Defense Program (FYDP) Support planning and programming of
Flying Hour Other (1A1A / 1A2A) programs for POM development
Provide continuity and subject matter expertise on the PPBE cycle
and PBIS in support of the Flying Hour Program Manager Analyze and
interpret Carrier Operations and Maintenance budgetary policies and
programmatic changes, including impacts of budget shortfalls on
readiness and execution Serve as the CNAP N8 Requirements
Directorate liaison for tracking and analysis of Aviation Readiness
Accounts, including: Aircraft Intermediate Maintenance Depot (AIMD)
Air Traffic Control Systems Aircraft Support Equipment Aircraft
Systems Support Aviation Depot budgets (1A4N and 1A5A) Operate and
analyze data using the Flying Hour Resource Model (FHRM) , Flying
Hour Projection System (FHPS) , and OPNAV Ship OPS Budget Model
Ensure compliance with CNAFINST 7300.1 (Flying Hour Program)
requirements, including submission, tracking, approval, and
execution monitoring of Flying Hour Other budget inputs Maintain
and validate the Unfunded Priority List (UPL) for the execution
year and coordinate requested amounts with CNAP Comptrollers
Support TYCOM equities and preparations for OPNAV N83’s annual
Flying Hour Program (FHP) Planning Conference Prepare briefings,
issue papers, and responses for leadership engagements, including
the Council of Captains (CoC) Conference Attend and prepare
briefings on fleet requirements for the annual OPNAV Program
Requirements Review (PRR) and upcoming POM cycles Requirements:
Qualifications: U.S. Citizenship required Minimum of 10 years of
experience supporting studies, analyses, surveys, and reporting for
organizational or enterprise-level initiatives Experience in
systems design analysis , functional requirements analysis, and
implementation or transition planning for government or commercial
systems Strong, practical experience with: CNAF Flying Hour Program
Aircraft, weapons, and ship depot maintenance funding Aviation
readiness accounts supporting squadrons, air wings, and aircraft
carriers Naval aviation strategic laydown and force structure
planning DoD PPBE process , PBIS , FHRM , and related readiness
models Required Traits: Demonstrated ability to perform complex,
cross-functional analysis and develop enterprise-level solutions
Experience, maturity, and presence to deliver flag-level briefings
and senior leadership engagements Proven ability to lead
analytically, set vision, define processes, and support major
programs at the enterprise level Strong communication skills and a
customer-focused mindset Education: Bachelor’s degree in business,
finance, engineering, science, mathematics, or a related field
Advanced degree in a related discipline preferred Clearance:
Ability to obtain and maintain a DoD Secret clearance If you meet
